Binhai City to improve carbon sink capacity of its entire ecosystem

The reporter learned from the Ecological Environment Bureau of Tianjin Binhai New Area (TBNA for short) that during the “14th Five-Year Plan” period (2021-2025), TBNA will continue to strengthen land and space planning and use control, enhance the carbon sink capacity of oceans, coastal zones, wetlands and other ecosystems, and accelerate promotion of the “871” ecological project. By 2035, the overall proportion of blue and green space in the barrier zone will increase to 65%.

Carbon sink refers to the process, activity or mechanism of absorbing carbon dioxide in the atmosphere through measures such as tree planting and afforestation and vegetation restoration, thereby reducing the concentration of greenhouse gases in the atmosphere. At present, TBNA has a sea area of 1,859 square kilometers, a water surface and wetland area of 700 square kilometers, a salt pond area of 312 square kilometers, and a pit pond area of 314 square kilometers, which is an important support for improving its regional carbon sink capacity. TBNA focuses on maximizing the carbon sequestration effect of the ecosystem, increasing number of carbon sinks, and vigorously promoting construction of the “871” ecological project. TBNA compares with the national wetland nature reserve standards and strengthens protection and restoration of Beidagang wetland so the water storage area increases from less than 30 square kilometers to 149 square kilometers, and the wetland area with water increases from 140 square kilometers to 240 square kilometers. It has accelerated implementation of the green ecological barrier between the two cities, i.e., Tianjin City and Binhai City, with a total investment of 1.69 billion yuan and afforestation of 18,000 mu (1 mu = 666.66667 m2). It has strengthened protection and restoration of 153 kilometers of coastline, completed 17 ecological restoration projects, restored 8.8 kilometers of coastline and 647 hectares of marine wetlands. It has intensified construction of country parks and street parks, with a green coverage rate of 39.2% in the built-up area, and a per capita park green area of 12.8 square meters.

During the “14th Five-Year Plan” period (2021-2025), TBNA will continue to strengthen ecological protection and restoration, strengthen land and space planning and use control, strengthen ecological protection red lines, ecological protection and restoration of natural reserves, increase the carrying capacity of natural ecological spaces, and enhance stability of the ecosystem. It will improve the carbon sink capacity of its entire ecosystem. It will improve the carbon sink capacity of oceans, coastal zones, wetlands and other ecosystems, rationally adjust intensity and scope of marine development, strictly control entry threshold of sea-use projects, and improve early warning capabilities of marine environmental risks. It will fight the tough battle for comprehensive management of the Bohai Sea, continue to implement blue bay remediation and restoration project, and continuously improve ecological function of the 153 kilometers of coastline. It will vigorously develop marine carbon sink futures, credits, funds and other financial products, support development of the marine carbon sink industry, and strive to create a regional national marine carbon sink cooperation demonstration zone. It will accelerate promotion of the “871” ecological project, and comprehensively promote ecological protection and restoration project of the Beidagang Wetland Nature Reserve.
