“Striving to achieve a carbon peak by 2030 and achieve carbon neutrality by 2060”, this is China’s “dual carbon” goal. The reporter learned from the Tianjin Binhai New Area (TBNA) Development and Reform Commission that the TBNA’s “peaking carbon emission and carbon neutrality” goal has been determined, and it will vigorously promote the “peaking carbon emission and carbon neutrality” work around “one goal, three main lines, and five major supports”. By the end of the “14th Five-Year Plan” (2021-2025), the proportion of new energy power generation in the new area will increase from 14.3% to 25%, and the output value of the new energy industry will increase from 60 billion yuan to 110 billion yuan.
It is claimed that “one goal” means “full-scale peaking of carbon emission, partial neutralization”. TBNA will maintain the same economic and social development goals, strictly implement the peak time and work requirements of the municipal party committee and government, and plan to achieve partial neutralization in development zones, communities, and industrial parks with conditions in accordance with the current situation of TBNA.
The “three main lines” means vigorously increasing supply of new energy, comprehensively promoting reduction of carbon emissions, and vigorously developing new energy industry. In terms of vigorously increasing supply of new energy, by the end of the “14th Five-Year Plan”, the proportion of new energy power generation will increase from 14.3% to 25%, and the newly installed capacity will not be less than 3.5G watts. It will support tapping of available resources in Tianjin Port, Harbor Area, Nangang Industrial Zone, salt fields and oil fields, and the orderly development of wind power and photovoltaic projects. It will encourage “fishing and light complementation”, standardize “agriculture and light complementation”, explore use of breakwaters to develop wind power, and actively apply to the state for the pilot project of distributed photovoltaic development on the roof of the entire district.
In terms of comprehensively promoting reduction of carbon emission levels, it will focus on seven items: One is “off”. Before the end of 2022, it will complete transformation and shutdown of 28 coal-fired boilers within a 15-kilometer radius of the main power plant; at the end of 2024, it will complete transformation and shutdown of the coal-fired boilers of 4 enterprise-owned power plants. The second is “minus”. The coal consumption of 24 regulated industrial enterprises is reduced by 10% every year, and at the same time, relying on the Tianjin Emissions Rights Exchange to explore trading of energy rights (coal rights). The third is “restriction”, it will conduct in-depth investigation and check of projects with high consumption and high pollution, resolutely curb blind development of projects with high consumption and high pollution, strictly control the increase, and accelerate transformation and upgrading of the stock. The fourth is “drop.” It will promote pilot projects of dual-control decomposition of energy consumption to ensure realization of the target of 960,000 tons of standard coal for the incremental control of TBNA in 2021, and reduce the energy consumption intensity by 4%. During the “14th Five-Year Plan” period (2021-2025), energy consumption will not fall below the level of the “13th Five-Year Plan”. The fifth is “conservation”. It will promote contract energy management for public construction agencies, carry out pilot projects for comprehensive energy efficiency improvement and transformation in parks, pay close attention to energy conservation in key areas like industry, strictly implement energy auditing, online energy consumption monitoring and other systems, and vigorously promote clean production. The sixth is “solid”. It will actively promote carbon dioxide capture in coal-fired power plants and chemical plants, and carry out carbon dioxide flooding and storage in offshore and onshore oil fields. It will strive to achieve a carbon sequestration scale of one million tons by the end of the “14th Five-Year Plan”. The seventh is “remittance”. It will focus on development of forest, grassland, arable land, wetland, ocean, and soil carbon sink industries and development of related carbon financial products.
In terms of vigorously developing the new energy industry, TBNA will continue to promote development of the new energy industry. By the end of the “14th Five-Year Plan” (2021-2025), the output value of new energy industry will increase from 60 billion yuan to 110 billion yuan. It will focus on promoting development of wind power, photovoltaics, hydrogen energy, cold energy, energy storage, carbon sequestration and related equipment manufacturing and emerging technology industries. Relying on Zhonghuan, Mingyang and other photovoltaic and wind power equipment manufacturing enterprises, it will promote development of equipment manufacturing; it will focus on the Harbor Hydrogen Energy Industrial Park to expand and strengthen the hydrogen energy industry; it will promote construction of Nangang and Nanjiang LNG cold energy industrial parks; it will give full play to advantages of lithium-ion battery companies like Lishen, etc. to occupy a leading position in the field of energy storage; relying on Beijiang Power Plant, Huaneng IGCC, Dagang Oilfield, and Bohai Oilfield pilot projects, it will promote development of carbon capture, utilization and storage technology (CCUS).
At the same time, TBNA will also build “five supports” around the “peaking carbon emission and carbon neutrality” goal: focusing on the Sino-Singapore Tianjin Eco-city, vigorously developing green buildings; focusing on the scene of collection and distribution in Tianjin Port, vigorously promoting green transportation; relying on green supply chain, comprehensively promoting green manufacturing; relying on advantages of TBNA to be a pioneer to try and promote green financial innovation in an all-round way; following the concept of “all people participate and create together” to comprehensively promote green transformation of lifestyle in TBNA.
