Aim for long-term balanced population development in building a demonstration zone for common prosperity

On the morning of the 27th, a teleconference on optimizing the birth policy of the whole province was held. Governor Zheng Shanjie attended the meeting and delivered a speech at the main venue in Hangzhou. He emphasized the importance to implement the spirit of General Secretary Xi Jinping’s important instructions on further optimizing the birth policy, carry out the important instructions of Premier Li Keqiang and the requirements of the national video conference on birth policy optimization, build a childcare-friendly society and strengthen the system and policy supply, so as to increase the people’s sense of acquisition and identity. He said we must strengthen planning, policy coordination and implementation, promote the three-child policy and its supporting measures to take root in Zhejiang, so as to achieve long-term balanced population development in the high-quality development of a common prosperity demonstration zone.

Zheng Shanjie demanded all local authorities and departments to improve their political stance, accurately grasp the population and birth situation of our province, and stick to the mechanisms of supervision and evaluation, so as to ensure the optimization of birth policy and build a friendly society for child-rearing. First, we must speed up the establishment of a birth service system. We must promote the implementation of the three-child policy, clean up the outdated policies, explore childbirth service reforms, break up information barriers between childbirth, medical insurance, employment, education, and housing, and achieve shared birth registration services within and across the province. We must strengthen the birth incentive policies, establish a “triad” birth cost sharing mechanism between the government, enterprises (units), and individuals, as well as the policies for parental leave and maternity insurance, and strengthen the women’s rights in employment, leave taking and salary. Second, we must speed up the establishment of a nurturing service system. We have to improve the standards of infant and child care services, especially services for children under 3 years of age, establish care standards and service guidelines for families, communities, and institutions of infant care services, strengthen the supervision over infant products and food markets to ensure 100% safety. We have to improve the services of nurseries, develop diversified and multi-level childcare service models featured by family care, community planning and social operation, formulate plans in accordance with the service radius, service population, and service scope, and promote full coverage of infant care services in towns and sub-districts. We have to make up for the shortcomings in children’s health services, formulate special action plans for children’s medical services, strengthen the development of the pediatrician team in the rural areas, so as to form a trinity children’s health management center and improve the medical care for rural children. Third, we must accelerate the establishment of an education service system. We have to strengthen the construction of supporting kindergarten institutions in urban communities, vigorously implement the transformation of rural kindergartens, and strengthen pre-school education services to make up for the shortcomings. We must promote high-quality balanced compulsory education. With the principles of “reducing burdens and preventing risks”, we must strictly regulate off-campus training institutions and their behaviors, put the training funds, training advertisements and training content under supervision, and effectively reduce the student burden in schoolwork and off-campus training.
