Changchun formulates and revises three local regulations

On May 27 this year, the Regulations of Changchun City on Preschool Education, the Regulations of Changchun City on Expropriation of Houses on State-owned Land and Compensation and the Regulations of Changchun City on Dog Management were formally approved at the 28th session of the Standing Committee of the 13th Jilin Provincial People’s Congress. The newly formulated regulations on preschool education and on expropriation of houses on State-owned land and compensation will come into effect on July 1, and the revised regulations on dog management will come into effect on August 1. The promulgation of the three regulations is of great significance for promoting the healthy development of preschool education, protecting the legitimate rights and interests of people whose houses are expropriated, and further improving the level of urban management and public services.

The Regulations of Changchun City on Preschool Education have clauses on clarifying the responsibilities of the government and relevant departments, ensuring a more abundant supply of preschool education resources, promoting more inclusive development of preschool education, and solving the problem of primary school orientation of preschool education. The Regulations of Changchun City on Expropriation of Houses on State-owned Land and Compensation have clauses on clarifying the responsibilities of governments at all levels and relevant departments, stipulating the expropriation procedures and time limits, standardizing the evaluation behavior, and specifying the scope and standards of compensation. The revised Regulations of Changchun City on Dog Management have clauses on clarifying the scope of the regulations, the management responsibilities of dog-raising, as well as the procedures of dog immunization and registration, and detailing the legal responsibilities.
