China’s resource recycling industry output value to reach 5 trillion yuan by 2025: top economic planner

China’s National Development and Reform Commission (NDRC), the country’s top economic planner, said in an announcement that the country’s resource recycling industry will reach maturity by 2025 with an estimated output value of 5 trillion yuan ($772.43 billion).

NDRC on Wednesday released the resource recycling industry development plan during the 14th Five-Year Plan 2021-25. The plan vowed to increase the overall resource recycle rate and reduce energy and water consumption per unit of GDP by about 13.5 percent and 16 percent respectively amid major resource output rate increase by approximately 20 percent over 2020 levels.

The plan aims to accelerate the construction of resource recycle system in industrial production. Some high-energy consumption sectors including petrochemicals, coking, cement and printing must rectify their recycling resource use rate and operational practices. The low grade re-use of ores and treatment of urban waste also need be improved. China’s utility rate of bulk solid waste is to increase to 60 percent by 2025, said the plan.

The plan aims to build a green development society with a sophisticated resource recycling system, including the building of used material recycling networks and development of used items trade platforms. The practices for resource recycling should be developed along with targeted implementation to ensure the production quality of related industry.

Resource recycling will be implemented across the agriculture sector. The plan stated to enhance the recycle of straws, livestock manure and by-products of agricultural products processing, and the use rate of recycled straws should be kept over 86 percent by 2025.

The plan also listed 11 detailed priority measures including the recycle of waste electronic devices, vehicles, batteries and parcel packages.
